The individual has identified himself at Jamest Boulware, and has had several run ins with Dallas Police. Conversations with negotiators revealed that he blames the Dallas Police for taking his children away from him and that he is party to an ongoing custody dispute with the mother.  Bowler is thought to have bought the 1995 armored Econline van on Ebay.com around June 1st for $8,250.  The images on the well known auction website match those from pictures taken during the standoff.
